General Information
Learning the laws regulating the use of firearms is a must for responsible ownership. Local regulations differ and laws vary from state to state. Citizens must check with the jurisdiction where the firearm is to be used.
The Sheriff and his staff are required to follow strict state guidelines when performing the necessary background checks for Concealed Carry Weapon Permits (CCW). Due to the nature of the detailed due diligence, appointment times and processing times can take multiple weeks. During the application process, you will be asked to schedule an appointment (for New and Renewal CCW). Please note that you will be asked to pay now to reserve your appointment.
The application must be submitted to the Sheriff of the County or City and County in which the applicant resides or to the Sheriff of the County or City and County in which the applicant maintains a secondary residence or owns or leases real property used by the applicant in a business.
- For a NEW CCW , you will be asked to schedule a fingerprint appointment.
- For original permits, you MUST have a copy of your training certificate prior to submitting your online application, unless otherwise exempt (military veterans).
- If you are applying for a CCW RENEWAL, you may not apply until 90 days prior to the expiration date shown on your current CCW.
- For credit card transactions a nominal credit card transaction fee will be charged for each transaction. Charges will be viewable prior to transaction completion.
- Fingerprinting is required for both new and renewal Concealed Carry Weapon Permits. Appointments for fingerprinting are available Monday through Friday, excluding legal holidays.

- All fees are waived for military veterans with proof of honorable discharge.

Permit to Carry Requirements: must meet ALL requirements
Eligibility Requirements:
- Applicant must be 21 years of age or older.
- Applicant must be legally living in The United States.
- Applicant must have been a resident of OH for 45 days immediately preceding the date of application.
- Applicant must have been a resident of Athens County or an adjoining county for 30 days immediately preceding the date of application.
- Applicant must certify that he/she desires a legal means to carry a concealed handgun for defense of himself/herself or a member of his/her family while engaged in a lawful activity.
- Applicant cannot be a fugitive from justice.
- Applicant cannot be under indictment or charged or convicted of a felony or any narcotics, controlled substance, or dangerous drug violation.
- Applicant cannot have a conviction for assault if the victim of the assault is a peace officer.
- Applicant cannot have a conviction within the 3 years immediately preceding the application date for a misdemeanor offense of violence other than assault of a peace officer, resisting arrest, or possessing a firearm in a liquor premises.
- Applicant cannot have 2 or more convictions within the 5 years immediately preceding the application date for assault or negligent assault.
- Applicant cannot have a conviction within the 10 years immediately preceding the application date for resisting arrest.
- Applicant cannot have been adjudicated as a mental defective, or committed to any mental institution, or is not under a adjudication for mental incompetence, or has not been found mentally ill by a court and subject to hospitalization, or is not an involuntary patient.
- Applicant cannot at the time of application be subject to a civil protection order, a temporary protection order, or a protection order issued from another state.
All Applicants must provide the following:
- Must bring in a valid drivers license or state Identification card (if renewing, old concealed carry license).
- The address on the application MUST match the address on the drivers license\state ID card or the applicant must have the white card from the BMV stating you have updated your address with the BMV.
- A nonrefundable application fee.
- Forms of payment: cash, check, money order Visa/Mastercard/Discover/Debit Cards
- A color 2" x 2" color passport photograph that is clear with a plain white/light background of head/shoulders only. taken within 30 days of the application.
- A competency certification that must have been issued within the 3 years immediately preceding the date of application (applicant must provide a copy of their training certificate).
- An actual CCW license replaces a competency certification for renewals.
- If renewing CCW and previous license is from another county, a copy of your training certificate would be appreciated.
- A certification that the applicant has read the safety pamphlet produced by the Ohio Peace Officers Training Commission.
